The Declaration Unique Consignment Reference (DUCR) is the primary reference used by Customs Handling of Import & Export Freight (CHIEF) in identifying import and export consignments is the Declaration Unique Consignment Reference (DUCR), which may also include an optional Part suffix.
This information is critical in matching the consignments containing plants, fruits, flowers, and vegetables on CHIEF import declarations and any Procedure for Electronic Application for Certificates (PEACH) Advance Notifications.
Using DUCR and optional Part suffix ensures the accuracy and efficiency of the entire import and export freight process.
The DUCR follows a specific format recommended by the World Customs Organisation (WCO). The structure of the DUCR number is crucial as it helps to ensure accuracy and efficiency in the import and export of the sea freight process.
Year of allocation: The DUCR number includes the year it was allocated, represented by four digits. For example, a DUCR assigned in 2022 would have the prefix "2022".
Country of allocation: The number also contains the country in which it was allocated, represented by two letters. For example, a DUCR allocated in the United Kingdom would have the prefix "GB".
EORI: The number also includes the Economic Operator Registration and Identification (EORI) number, which is the trader’s identity registered with HM Revenue & Customs. This is represented by a unique series of 12 characters assigned to the trader.
Reference: Finally, the DUCR number consists of a reference, which is a distinct set of characters assigned by the trader. It is limited to numbers, capital letters, and specific special characters and serves as an audit trail in the trader's business records.
